I’ve deleted the file
com.apple.HIToolbox.plist from /Library/Preferences/ by mistake.
I’ve a replica of the file saved.
I hoped the file can be reconstructed after reboot, however that did not occur. A file with the identical title in ~/Library/Preferences/ was reconstructed, however not the one in /Library/Preferences/.

Can I in some way make reconstruct this file?

I copied the saved copy to /Library/Preferences/ however it has totally different file permissions. Specifically I needed to change the proprietor to root, and there have been some further prolonged attributes. I attempted to take away the prolonged attribute com.apple.provenance however the command xattr -d ... merely does not do something.
